Cybersecurity
Im Projekt soll eine Plattform (z.B. XR-Testumgebung) zur Erforschung von Desinformation in virtuellen Umgebungen entwickelt und als Demonstrator technisch realisiert werden. Als virtuelle Umgebungen werden neue, über Extended Reality (VR, AR, XR) begehbare digitale Räume verstanden (Metaverse, Omniverse, Citiverse), in denen Individuen mit anderen Menschen, Organisationen oder Institutionen in Interaktion treten. Durch die der Technologie innewohnenden audiovisuellen und haptischen Interaktionsmöglichkeiten entstehen einzigartige Formen der Desinformation, zu denen es aufgrund der Neuartigkeit dieser virtuellen Räume noch keine Forschung gibt. Die virtuelle Laborumgebung soll daher erstmalig die Erforschung der Verbreitung von Desinformation in der virtuellen Realität ermöglichen.
This is a research and development contract that does not fall within the scope of application of public procurement law in application of the exception in Section 116 (1) No. 2 GWB. The contract will be awarded as part of a precommercial procurement procedure based on a multistage Innovation partnership. Details can be found in the document "Tender procedure“.
Auftragnehmer die vorherige schriftliche Zustimmung der Auftraggeberin einzuholen.
Research and development services provided under this contract must be carried out entirely in an EU member state or Switzerland and/or in a NATO member state or NATO partner, in particular AP4 (Asia-Pacific partners - South Korea, Japan, Australia and New Zealand). This applies both to the services of the Contractor and to the services of subcontractors. The Contractor must obtain the prior written consent of the Client for the performance of services in countries other than those specified.
b) Die Teilnahmeanträge sind in deutscher Sprache oder in englischer Sprache einzureichen
c) Der Auftraggeber hat für die Einreichung der Teilnahmeanträge einen Bewerbungsbogen erstellt. Dieser ist für die Einreichung der Teilnahmeanträge zu verwenden. Der Bewerbungsbogen ist kostenfrei elektronisch via: evergabe-online per Nachricht anzufordern.
Die Teilnahmeanträge müssen bis zum Schlussterminfür deren Eingang nach Ziffer 5.1.12 elektronisch via: evergabe-online eingehen.
In Papierform eingereichte Bewerbungen werden nicht berücksichtigt. Eine Unterschrift oder Signatur auf dem Bewerbungsbogen ist nicht notwendig, der Name der verantwortlichen
Person ist im Unterschriftsfeld jedoch zwingend anzugeben („Textform“).
d) Erläuterung zum Ablauf der Innovationspartnerschaft: Die Vergabeunterlagen befinden sich in einem „Entwurfsmodus“ und sollen im Teilnahmewettbewerb noch nicht ausgefüllt werden und dienen lediglich zur Information der Bewerber. Der Auftraggeber behält sich vor, die veröffentlichten informatorischen Vergabeunterlagen anzupassen und den ausgewählten Bewerbern eine überarbeitete Fassung der Vergabeunterlagen, zur Verfügung zu stellen.
e) Die enthaltenen Zeitangaben stehen unter dem Vorbehalt der Anpassung und Aktualisierung,
f) Anfragen von interessierten Unternehmen müssen bis spätestens 17.06.2026; 18:00 Uhr, bei der Kontaktstelle gemäß Ziffer 8 elektronisch via: evergabe-online eingehen;
g) Die Auftragswertschätzung (Punkt 2.1.3) bezieht sich auf die Detailkonzepte, die Forschungsphase Teil 1 und Teil 2 sowie auf die Anzahl der Teilnehmer in den entsprechenden Phasen gemäß Verfahrensablauf.
h) Haushaltsvorbehalt: Die Fortführung dieses Verfahrens stehen unter dem
Vorbehalt, dass die erforderlichen Haushaltsmittel in der erforderlichen Höhe zur Verfügung stehen. Sofern sich im Verfahren herausstellen sollte, dass dies nicht der Fall ist, behält sich die Auftraggeberin vor, das Verfahren analog zu § 63 Abs. 1 Satz 1 VgV aufzuheben. Kosten und Aufwendungen der Bieter im Zusammenhang mit ihrer Teilnahme am Verfahren werden auch in diesem Fall nicht erstattet (Sofern nicht vertraglich anders geregelt).
i) Datenschutz: Der Bewerber hat die Bestimmungen der Datenschutz-Grundverordnung, des Bundesdatenschutzgesetzes sowie anderer geltender Gesetze zum Schutz
personenbezogenen Daten einzuhalten. Für die Übermittlung personenbezogener Daten an den Auftraggeber trägt der Bewerber die datenschutzrechtliche Verantwortung und hat entsprechend die Rechtmäßigkeit sicherzustellen (z.B. durch Einholung von Einwilligungen bei Angaben natürlicher Personen).
a) Regarding forms of cooperation in this procedure: In the case of a consortium of applicants, the absence of grounds for exclusion, the economic and financial capacity, as well as the technical and professional capacity, must be presented for each member of the consortium. If the applicant or a member of a consortium intends to rely on other companies (e.g. through subcontractors) to demonstrate economic and financial or technical and professional capacity, the specified documents must be submitted for the other companies insofar as the reference is to the capacity of third parties. If reference is made to the capacities of another company with regard to economic or financial capacity, the company must expressly confirm that, in the event of a contract being awarded, it will be jointly liable with the applicant for the execution of the contract in accordance with the scope of the loan of qualifications. If the applicant intends to use the capacities of other companies with regard to the required proof of professional competence, such as training or qualification certificates or relevant professional experience (references), the latter must expressly confirm that it will provide the services for which these capacities are required as a subcontractor in the event of the contract being awarded.
b) Applications to participate must be submitted in German or English.
c) The contracting authority has created an application form for the submission of applications to participate. This application form must be requested free of charge electronically via evergabe-online by sending a message. Applications to participate must be received electronically via evergabe-online by the deadline for receipt specified in Section 5.1.12. Paper applications will not be considered. A signature is not required on the application form; however, the name of the responsible person must be entered in the signature field ("text form").
d) Explanation of the innovation partnership process: The tender documents are in "draft mode" and are not intended to be completed during the competition; they serve only as information for applicants. The contracting authority reserves the right to adapt the published informational tender documents and to provide selected applicants with a revised version of the tender documents.
e) The time specifications contained herein are subject to adjustment and updating.
f) Inquiries from interested companies must be received electronically via: evergabe-online by June 17, 2026; 6:00 p.m. at the latest at the contact point specified in Section 8;
g) The contract value estimate (Section 2.1.3) refers to the detailed concepts, research phases 1 and 2, and the number of participants in the corresponding phases according to the procedure.
h) Budgetary reservation: The continuation of this procedure is subject to the condition that the necessary budgetary resources are available in the required amount. If it should become apparent during the procedure that this is not the case, the contracting authority reserves the right to cancel the procedure analogously to Section 63 (1) Sentence 1 of the Administrative Procedure Regulation (VgV). Costs and expenses incurred by bidders in connection with their participation in the procedure will not be reimbursed in this case either (unless otherwise contractually agreed).
i) Data protection: The applicant must comply with the provisions of the General Data Protection Regulation, the Federal Data Protection Act, and other applicable laws on the protection of personal data. The applicant is responsible for data protection when transmitting personal data to the client and must ensure that it complies with the law (e.g. by obtaining consent for information provided by natural persons)

Self-declaration by the applicant that the applicant has not demonstrably committed serious misconduct in the course of his/her professional activity which calls into question the integrity of the applicant, § 124 (1) No. 3 GWB; the conduct of a person convicted by final judgment is to be attributed to a company if this person has acted as the person responsible for the management of the company; this also includes the supervision of the management or the other exercise of supervisory powers in a managerial position, § 123 (3) GWB accordingly. Bei der vorliegenden Bekanntmachung handelt es sich um die freiwillige EUweite Bekanntmachung einer vorkommerziellen Auftragsvergabe in Anlehnung an
eine Innovationspartnerschaft, dass weder in den Anwendungsbereich der
Vergaberichtlinien, noch in den Anwendungsbereich des GWB, der VgV oder
VSVgV oder des nationalen Vergaberechts fällt. Es handelt sich um einen
Forschungs- und Entwicklungsauftrag in Anwendung des Ausnahmetatbestandes
§ 116 GWB. Keine Doppelvergütung (Einzelheiten siehe „Bewerbungsbogen“).
Die Auftragswertschätzung (Punkt 5.1.5) bezieht sich auf die Detailkonzepte,
sowie Forschungsphase Teil 1 und Teil 2 gemäß Verfahrensablauf.

Detailkonzeptphase: Erarbeitung und Einreichung detaillierter Konzepte durch
maximal sechs Teilnehmer
Forschungsphase Teil 1: Identifizierung und empirische Untersuchung existierender und neuer Täuschungsmethoden in XR/VR/AR durch maximal zwei Auftragnehmer
Forschungsphase Teil 2: Entwicklung und Erprobung von Schutzmaßnahmen gegen die identifizierten Täuschungsmethoden durch einen Auftragnehmer. Einzelheiten sind dem
Dokument „Verfahrensablauf“ zu entnehmen.
This announcement is a voluntary EU-wide announcement of a pre-commercial procurement based on an Innovation partnership that does not fall within the scope of the Public Procurement Directives, the GWB, the VgV or VSVgV or national procurement law. This is a research and development contract in application of the exception in § 116 GWB. No double compensation (see “Application form” for details).
The contract value estimate (section 5.1.5) refers to the detailed concepts, research phases part 1 and part 2, and the number of participants in the corresponding phases according to the tender procedure.
Tender procedure:
Competition: Submission of applications for participation using the application form available from the contracting authority in German or English, as well as the project outline in accordance with the project outline template.
Detailed Concept Phase: Development and submission of detailed concepts by a maximum of six participants.
Research Phase Part 1: Identification and empirical investigation of existing and emerging deception methods in XR/VR/AR by a maximum of two participants.
Research Phase Part 2: Subsequent research into measures to protect against these deception methods by one contractor.

Cybersicherheit / awarding disruptive research contracts with a focus on cybersecurity
It must be established that the applicant is in a position to carry out and complete scientific research of the kind that is the subject of the tender procedure in economic and financial terms. To this end, suitable evidence must be provided to ensure economic and financial capacity, e.g. turnover figures for comparable services, details of equity capital, private funding, etc. The overall view of this evidence must show that the suitability criterion has been met. Please note that the application form provided by the client must be used.
Submission of a current excerpt from the commercial register or an equivalent document or certificate from a competent administrative authority or a court in the applicant's country of origin should be submitted if registration is required due to the applicant's corporate form. The extract from the commercial register must not be older than 6 months. The deadline for the submission of requests to participate specified in this document is decisive. Copy(s) is/are sufficient for the time being.
Proof must be provided that the applicant has a project team available that is capable of carrying out and completing scientific research of the kind that is the subject of this award procedure. To this end, suitable evidence of the scientific staff must be provided, such as corresponding CVs, publications, evidence of collaboration in research projects comparable in type and scope, as well as references in relevant research areas or similar. All of this evidence must show that the suitability criterion has been met. Please note that the application form provided by the client must be used.
