The Deutsches Weininstitut (DWI) is looking for an Agency/service provider for
the years 2020-2025 in Norway to develop and execute public relations and
marketing activities in line with the goals set forth in the German Wine
Institute's marketing strategy.
In order to achieve and execute those activities, such an agency shall manage a
"Wines of Germany”- Office which shall be the information center on all aspects
of German wines in Norway for all target groups.
In assigning a market presence in Norway, the aims include raising the
interest of consumers in Norway for German wines and increasing or
consolidating sales of German wine products.

- General information service and correspondence in a fully equipped and staffed office during normal business hours in Norway
- Operation and ongoing maintenance of a Norwegian language website (http://www.tyskvin.no/) about German wine including ongoing maintenance of social networks

The three applicants requested to submit a tender will be selected according to the following review steps:
1. Formal review of the participant applications
2. Fulfilment of the suitability criteria
If more than three applicants remain in the process following this assessment, then an evaluation will be made according to the following criteria:
1. Reference projects of the company
a) First reference: gastronomy and trade sector
Subcriteria:
I. Duration/contract term of reference project, max. 6 points
II. Number of events carried out during the contract term of the reference project, max. 9 points
III. Sector of the reference project, max. 15 points
b) Second reference: consumers sector
Subcriteria:
I. Duration/contract term of reference project, max. 6 points
II. Number of events/measures carried out during the contract term of the reference project, max. 9 points
III. Sector of the reference project, max. 15 points
2. Staff
a) Qualification of the team leader/head of campaign who will be in charge of the services
Subcriteria:
I. Project experience with large campaigns, max. 10 points
II. Number of companies that have been represented, max. 10 points
b) Qualifications of the team that will be involved
Subcriteria:
III. Vocational/professional training and further education courses related to wine, max. 10 points
IV. Project experience of the team as a whole in the alcoholic beverages sector, based on completed projects, max. 10 points
The three applicants that will score the highest total number of weighted points on the basis of the above evaluation matrix will be invited to submit a tender and take part in the negotiated procedure.
In case several applicants score the same number of points, all applicants ranking in the positions 1 to 3 will be invited to submit tenders and take part in the negotiated contract award procedure.

Two recent reference projects from the last three years – calculated from the date of the contract notice - must be submitted. One of these must be a reference project from the “gastronomy and trade” sector and the other from the “consumers” sector. For both references, details with regard to the subcriteria specified in the evaluation matrix must be provided by using Annex 6. Reference projects. These must include
• total project duration/contract term of the references
• number of events/measures carried out during the contract term of the reference projects
• sector of the reference project (food and beverages, beverages, alcoholic beverages)
- Presentation of the Team leader and head of campaign
Information about relevant work experience of the team leader who will be in charge. In this context, please provide detailed information about the professional qualifications of the team leader who will be in charge by using Annex 7a. Staff references - team leader/head of campaign. This must include
• project experience with large campaigns, demonstrated by reference projects, with annual budget indicated in euro
• number of companies in the food and beverages sector he or she has represented personally vis-a-vis third parties
- Presentation of the project team
Information about relevant work experience of the team members who will be involved in the project. In this context, please provide detailed information about the professional qualifications of the team that will conduct the project by using Annex 7b. Staff references - team. This must include details about
• wine-related professional or vocational training and further education courses
• project experience in the alcoholic beverages sector, demonstrated by completed projects

Abschnitt VI: Weitere Angaben
Dies ist kein wiederkehrender Auftrag.
Undertakings have a right that the contracting authority complies with the
relevant provisions governing public contract award procedures in Germany
that protect bidders and applicants. If an economic operator who has an interest
in the contract claims that its rights have been infringed by non-compliance with
the provisions governing the procedure for the award of public contracts, it shall
complain to the contracting authority within a time limit of ten calendar days
(section 160(3) sentence 1 no. 1 of the German Act against Restraints of
Competition (GWB)). Violations that become apparent from the tender notice or
from the tender documents must be notified to the contracting authority within
the time limit specified in the tender notice for application or submission of a
tender (section 160(3) sentence 1 no. 2 and 3 of the German Act against Restraints
of Competition (GWB)).
If the contracting authority notifies the undertaking that it is unwilling to redress
the latter's complaint, it shall be entitled to request the federal public
procurement tribunal, within 15 days of receipt of such notification, to initiate
review proceedings (section 160 (3) sentence 1 no. 4 of the German Act against
Restraints of Competition (GWB)).
Bidders whose tenders will not be taken into account for the contract award shall
be informed accordingly pursuant to section 134(1) of the German Act against
Restraints of Competition. A contract must not be concluded prior to the expiry
of 15 calendar days after this information has been sent by the contracting
authority; if the information is sent electronically or by fax, the time limit shall
be ten calendar days. The time limit starts on the day following the sending of the
information by the contracting authority. A request for a review has to be filed
in writing to the Federal Procurement Tribunal at the German competition
authority, i. e.: Vergabekammern des Bundes beim Bundeskartellamt,
Villemombler Straße 76, 53123 Bonn.
The language of the review proceeding is German.
